GUWAHATI: Chief Minister Himanta Biswa Sarma has instructed the SPs of the state to be strict on the sanda (forceful donation) bandh culture as they have given the state a bad name.

Talking to the media after the two-day conference with SPs at Duliajan today, the Chief Minister said, "When I invite investors to the state, they raise the issue of sanda culture in the state. This culture has to end for good."

Chief Minister also dropped a broad hint for taking action against the bandh culture. He said, "We will move the Gauhati High Court seeking a direction to make the organizations calling bandhs to compensate the loss incurred during the bandh period. Everyone has the right to call bandhs. Before calling bandhs, organizations should give time to the government for redressing their grievances. They must have faith in the government. If the government doesn't act on their grievances, they can call bandhs. The bandh culture has been a stumbling block in the development of the state."

The Chief Minister said that the thrust areas were fighting against drugs, stopping the sanda culture in the state, protecting national assets and proper rehabilitation of the surrendered militants. "We have also stressed submitting forensic reports, lodging FIRs etc., online. It ensures speedy investigation. Clearing police verification reports for jobs, passport verification reports, accidents reports, etc., within a month, is in practice now. We have taken bank fraud cases by cybercriminals seriously. These crimes have affected people the worst," he said.

The Chief Minister further said, "We have earmarked Rs 2,500 crore for police quarters. Eleven thousand posts are vacant in the Police department. We have also decided to appoint 5,000 youths as commandos."
