GUWAHATI: Chief Minister Himanta Biswa Sarma has appealed to the legislators whose constituencies have sar areas to prepare policy papers for the socio-economic development of the sar dwellers.

The Chief Minister said this during the discussion of a pending resolution on the creation of a separate directorate for the people of sar areas in the state. AIUDF MLA Aminul Islam (senior) had moved the resolution in a previous Assembly session.

During the discussion today, Aminul Islam said, “The developmental schemes of various departments in the state cannot reach the sar dwellers, which is why a separate directorate is a must for them.”

Responding to the discussion, the Chief Minister said, “We have a Minority Area Development Department that carries out sar development activities. And various other departments also work for the development of sar areas. We need to see the ecological aspects of the Brahmaputra sars that do not remain permanently. However, we need to ensure the development of sar dwellers, including their education, health, etc. However, a section wants to use the sar dwellers only as a vote bank. Such an act keeps the sar dwellers remote from modernity. Sars also have matobbors (influential persons) who own around 1,000 bighas of land. We have not seen a single MLA who takes the pain of sending sar youths to the outside for their development. However, our MLAs take the youth of their constituencies to the Assembly, the Science Museum, etc. Let the MLAs of minority areas do innovative work for the development of these areas. We will help them. Even now, if the government provides 1,000 solar lights for sar areas, only around 20 of them glow.”

The Chief Minister further said, “Let the MLAs work for the socio-economic development of sar areas. I have no objections even to constructing hostels for the youth of sar areas. We need to think about how we can provide them with facilities for education, health, power connections, etc. A separate directorate cannot solve the problem. The MLAs of sar areas need to prepare policy papers for the socio-economic development of sar areas. However, the policy papers should not be contractor-centric. I entrust Minister Chandra Mohan Patowary to hold talks with the MLAs representing sar areas for the socio-economic development of the sar dwellers.”
