GUWAHATI: Chief Minister Himanta Biswa Sarma said today that he wanted a government "that is sympathetic and empathetic to the public. And it is not possible without the active participation of bureaucrats."

Launching the Project Sadbhavana portal today, the Chief Minister said, "The traditional system of office works will not make us achieve the target of disposing of old files by August 14, 2022. You will have to dispose of such files in innovative ways. The senior officers will have to shun the practice of passing the buck to their juniors while disposing of files. If a file is disposable as per rules, the officers should dispose of it without delay. And if a file is not disposable as per rules, there is no reason to hold it up.

"I will appreciate if you dispose of files by going out of the way for the public interest. However, you will have to do it without making any revenue loss to the government and without doing any injustice to anyone. The bureaucrats need to shed their stereotyped thoughts. A bureaucrat should have the courage to suggest to the Chief Minister and other ministers to streamline official procedures. The government will have to run the administration by taking the public into confidence. We are for administrative reforms where the bureaucrats will have to be the key partners. Sometimes the government is blamed for negligence on the part of bureaucrats. The government feels pain when such incidents happen. It behoves the bureaucrats should also feel the pain for their neglect.

"I appeal to the public to upload in the portal the references you have on your pending files. Never be impatient after uploading details of your files in the portal. Since the government has set the deadline of August 14 for disposing of old files, you can rest assured that the government will dispose of your files by August 14. It does not augur well on your part to pursue the disposal of your files."
