GUWAHATI: An approval from the Chief Minister is mandatory for commissioner-secretaries and their higher-up officers to go outside the state on official tours. The Personnel Department issued an office memorandum with immediate effect.
According to the office memorandum, Chief Minister Himanta Biswa Sarma found several senior officers absent in a few recent meetings as they were out of the station. And that necessitated the government to take such a measure.
According to sources, a section of senior bureaucrats tends to frequent New Delhi on the pretext of one or the other official tours without seeking mandatory approval from the Chief Minister. This practice was rampant in the state administration in the previous governments. However, this practice has come down to a large extent now.
According to the existing rules, the Resident Commissioner of the State Government in New Delhi has to liaison between the Central and the State governments in most cases so as not to make bureaucrats from the state go to New Delhi unless there is urgency. However, a section of senior bureaucrats does not follow this standing rule. If the government strictly executes this rule, frequent visits of senior officers to New Delhi will come down.
Earlier, senior bureaucrats had to report to the State government details of who they had met in New Delhi and the outcome of tours after their return. However, that is no longer in practice now.
According to sources, ACS and other officers seek approval from the Chief Secretary for official tours outside the state.
