GUWAHATI: President of India Droupadi Murmu today gave her assent to the Delimitation Notification issued by the Election Commission of India (ECI) after delimiting the Parliamentary and Assembly constituencies of Assam. The ECI published the final Delimitation Notification on August 11, 2023. With the President’s assent, the delimitation exercise in Assam has taken its final shape.
All Assembly and Parliamentary constituencies in the State of Assam have been delimited based on the 2001 population census, as provided in Article 170 and Article 82 of the Constitution of India.
After the President’s ascent, Chief Minister Himanta Biswa Sarma wrote on X (formerly known as Twitter): “Today the honourable President has approved the Delimitation Notification issued by the Election Commission of India for Assam. A significant milestone has been achieved in the history of Assam. Jai Maa Bharati, Jai Aai Asom.”
The ECI Notification published on August 11, 2023, has not changed the number of Parliamentary and Assembly constituencies but has altered their boundaries. Assam witnessed the last constituency delimitation in the state in 1976.
With the President of India giving her assent to the delimitation exercise in Assam, the ball is in the court of the Election Department of Assam to carry out the follow-up measures. Based on the Delimitation Notification, the Election Department of the State Government will prepare the Photo Electoral Roll afresh. The ECI Notification has clearly mentioned under which LACs (Legislative Assembly Constituencies) villages, gaon panchayats, municipal wards, etc., will come. This is a crucial period for the State Election Department, for it has to prepare the new Photo Electoral Roll and get ready for the 2024 Lok Sabha election. The ECI has already notified the schedule for the revision of the photo electoral roll. According to the schedule, the department will publish the integrated draft photo electoral roll on October 17, the filing of claims and objections from October 17 to November 30, the disposal of claims and objections by December 26, 2023, and the publication of the final photo electoral roll for the year 2024 on January 5, 2024.
The 2024 Lok Shaha poll scheduled for April–May will be based on this photo electoral roll.
