Dispur feels time ripe for two-child norm

GUWAHATI: The State Government is ready to enforce the two-child norm for government jobs right now.

According to this norm, a person having more than two children on or after January 1, 2021, will not be eligible for any government jobs.

The State Government amended the Assam Civil Service Conduct Rules, 1965. Based on that amendment, the Personnel Department (B) issued a notification on November 16, 2019, stating that the amended rules would come into effect from January 1, 2021. The government refrained from enforcing the amended rules immediately to let some of the expecting mothers have a fair chance to make decisions on the norm.

In January and February this year, there were almost no appointments in the State government departments. The poll code of conduct also put on hold appointments in the government departments. Now Dispur feels, the time is ripe for making the two-child norm effective.

This norm does not apply to those government employees who have more than two children before the cut-off date – January 1, 2021.

The government will treat it as 'misconduct' if a government employee violates the two-child norm after the cut-off date and deal with that as per the government rules.

The amended rules seek declaration forms from all government employees giving details of their marital status, including the number of children.

The Rules also do not permit any government servant to violate the prohibitions under the Child Marriage Act, 2006.

The government is laying stress on the small-family norm to arrest the unabated population boom taking place in the state.
