GUWAHATI: As a first, the State Government will conduct a Post-Disaster Needs Assessment (PDNA) under the guidance of the NDMA (National Disaster Management Authority), Ministry of Home Affairs. Under this assessment, the ASDMA (Assam State Disaster Management Authority) will survey the damage to public property caused by floods this year.

Apart from private property, floods this year damaged public property, including school buildings, roads, bridges, embankments etc. The State Government took a policy decision to assess the post-disaster needs assessment. Such assessment data will be handy ingredients for plans and estimates of schemes.

According to ASDMA sources, an NDMA team will come to the state in September this year and train ASDMA personnel on how to conduct PDNA. After the training, ASDMA and NDMA personnel will conduct joint field visits to assess the infrastructure damaged by floods this year and prepare a report. Government officials will accompany the disaster management personnel during the PDNA. They will submit the report to the government.

People in this year's floods witnessed many a new measure taken by the government. Breaking the tradition of inter-ministerial teams from the Centre visiting the state for damage assessment after floods, inter-ministerial teams from the Ministry of Home Affairs (MHA) visited the state twice during floods this year to assess the damage.

For the first time, the State Government paid Rs 72 crore to the flood-affected families to buy utensils and clothes and Rs 119 crore for damaged houses.
