He took the examination at St. Mary's High School, located at Saboti of North Lakhimpur town. He is the son of Deep Saikia and Arundhati Saikia. His father is a Junior Engineer in Public Works Department (Building), and his mother is a housewife. They live in the PWD quarters of North Lakhimpur town. They are the permanent residents of Bamgaon in the Biswanath district.

Raktotpal secured 100 in English, 100 in General Mathematics, 100 in General Science, 100 in Social Science, 100 in Advanced Mathematics and 97 in Assamese, with an overall percentage of 99.5.

Interacting with this correspondent, Raktotpal said that he had studied his textbooks whenever his mind was inclined to do so by following a flexible routine. But he did not read till late at night. He took tuition in almost all subjects to fill up the discrepancy in his course caused by the adverse impact of the COVID-19 pandemic and the lockdown. He hoped that he would do well in the examination but did not expect that he would emerge the topper. He credited his success to his parents, teachers and well-wishers who always encouraged him to do something good in life.

In addition to reading books, Raktotpal also likes to listen to music and play chess. He bagged prizes as a chess player in school. At present, he is undergoing coaching classes for JEE. He got admitted to the LN Institute of Guwahati. He has an interest in Applied Science, and he wants to be a scientist.

Addressing his juniors, Raktotpal said that the students should follow a flexible routine by maintaining punctuality and discipline to grab success. "Hard work, consistency, punctuality, perseverance are the keys to success", he added.

Chief Minister Himanta Biswa Sarma and Education Minister Dr Ranoj Pegu congratulated Raktotpal over the telephone for his brilliant results. They wished him a bright future.

Headmistress of St. Mary's High School, Sister Sonia Joseph, expressed immense happiness for a student of the academic institution securing the top rank in the HSLC examination for the first time. Though students of the school secured ranks in the past years, no one could secure the top position in the HSLC examination earlier.

Notably, two more students of the same school – Equit Abbot Dutta and Ayon Mitra – secured 5th and 10th ranks in the HSLC this year.
