I submitted details of candidates illegally making it to the final lists: Justice Sharma

GUWAHATI: For the first time, Justice (retd.) Biplab Kumar Sharma today made a statement in public that he had submitted reports in detail about the anomalies in the conduct of CCE (Combined Competitive Examination)-2013 and CCE-2014 by the APSC. He also said that he has given the government details of the candidates selected illegally.
Following an order from the Gauhati High Court, the last BJP government in the state entrusted the one-man judicial commission comprising Justice (retd.) Biplab Kumar Sharma to inquire into the anomalies in the CCE-2013. And the present state government, led by Chief Minister Himanta Biswa Sharma, entrusted Justice (retd.) Biplab Kumar Sharma to inquire into the allegations of anomalies and malpractices in the conduct of CCE-2014 and to recommend APSC-reform measures. The judicial commission submitted the report of CCE-2013 to the state government on April 2, 2022, and the report of CCE-2014 on October 12, 2023. Earlier, the Dibrugarh Police had investigated both CCE-2013 and CCE-2014.
Speaking to the media today, Justice (retd.) Biplab Kumar Sharma said, “I have placed the anomalies in the conduct of CCE-2013 and CCE-2014 before the government in two reports. It depends on the government as to what measures it will take. My duty is to conduct the inquiry to find the anomalies and bring them to the notice of the government in the form of reports. I have specifically mentioned in the two reports, which candidates made it to the final lists through illegal means. I have also recommended APSC reform measures, as entrusted to me by the government”.
When asked about the recent arrest of two police officers by the SIT (Special Investigation Team) of the Assam Police in connection with the cash-for-job scam in the APSC, Justice (retd.) Sharma said, “An inquiry by a judicial commission and an investigation by an SIT are completely different. A judicial commission can only point out the findings of anomalies in the conduct of an examination, as per the terms and references of the inquiry. A judicial commission cannot inquire like a criminal case. However, an SIT can conduct the Inquiry like a criminal case. An SIT can prove an accused ‘guilty’ if it finds that the ‘guilt’ committed by the accused is beyond doubt, as criminal inquiries involve punishment”.
