Bid to ensure speedy & smooth disposal of work

GUWAHATI: The State Government has decided to implement an e-office system at the Janata Bhawan and all Deputy Commissioners' offices of Assam starting from October 2, the day of Gandhi Jayanti. From that day onwards, movement of all paper files will cease in the Assam Secretariat and all Deputy Commissioners' offices of the State.

This policy decision of the Himanta Biswa Sarma-led Government is aimed at ensuring speedy and smooth disposal of official files across the State. This step will not only save a lot of man-hours for the Government, but also benefit the citizens immensely.

It had come to the Chief Minister's notice after assuming charge last year that all proposals, recommendations etc., used to come in hard copy form from various Deputy Commissioners' offices. The subsequent physical movement of such files across various tables of the Janata Bhawan also consumed considerable time. The disposal of a particular file was further delayed as it awaited disposal for several days at each employees'/officers' table.

Consequently, as per the Chief Minister's directive, the General Administration Department (GAD) of the State Government has started preparations to implement the e-office system and has already floated a tender for procurement of the requisite equipment etc. The National Informatics Centre (NIC) is also working on developing the necessary software for the e-office project. The GAD will provide funds to all Deputy Commissioners' office for implementation of the project within the October 2 deadline.

Once the e-office system starts, all official proposals, queries etc., will be done via online mode at both ends.

Preliminary work on the project has already started at the Assam Secretariat and five Deputy Commissioners' offices – at Kamrup, Bongaigaon, Udalguri, Sivasagar and Nagaon. It is proposed to start trial runs of the e-office system in these five districts from August next.

Talking to The Sentinel, the Commissioner & Secretary of the GAD, MS Manivannan said, "As per direction of Hon'ble Chief Minister there will no movement of physical files in the Assam Secretariat as well as the DCs' offices from October 2, 2022."
