GUWAHATI: The Assam State Election Commission (SEC) announced the schedules of the KAAC (Karbi Anglong Autonomous Council) poll and the Koklabari constituency bye-poll (BTC) today, besides issuing their respective notifications. The SEC will conduct both elections on June 8, 2022. The model code of conduct (MCC) for both the polls came into effect today in their respective areas.
Addressing the media today, State Election Commissioner (SEC) Alok Kumar said, "The last date of filing nominations for the KAAC poll and Koklabari bye-poll is May 23. While the scrutiny of the nomination papers is on May 24, the last date for withdrawal of nominations for both the elections is on May 26, when the SEC will also publish the lists of the contesting candidates. The polling in KAAC and Koklabari will be from 7.30 am to 4.30 pm. The SEC will conduct the repoll, if any, on June 10. The counting will start from 8 am on June 12."
Alok Kumar said, "The KAAC has 7,03,298 voters – 3,55,503 males, 3,47,790 females and five third gender. The KAAC has 906 polling stations in Karbi Anglong and West Karbi Anglong districts. Lumbajong constituency has the highest number of 69,815 voters, and the Sarupathar constituency has the lowest number of 10,128 voters. The maximum ceiling of expenditure during the campaign is Rs 4.50 lakh."
Alok Kumar further said, "The total number of voters in Koklabari constituency in Baksa district is 72,416 – 35,756 males, 36,660 males and one 3rd gender. The constituency has 97 polling stations. The maximum ceiling of expenditure during the campaign by a candidate is Rs 7 lakh."
The SEC specifically said, "If any candidate has criminal case or cases, he should give details of the case or cases in a vernacular newspaper on one occasion. If the candidate belongs to a political party, the party will have to publish details of the case or cases for one more occasion between the last date of withdrawal of nominations and the closure of the campaign. The silent period for both the polls is from 9 pm to 6 am during the campaign. Wearing face masks, maintaining social distance and using sanitiser are mandatory during the polling."
UPPL president Promod Boro fought the last BTC poll from Goibari and Koklabari constituencies and won from both. He, however, resigned from the Koklabari constituency necessitating the bye-poll. Both the polls will be on secret ballots.
