GUWAHATI: The just-signed Karbi Accord will upgrade the existing KAAC (Karbi Anglong Autonomous Council) to Karbi Anglong Territorial Council (KATC) with power over more subjects.

The proposed KATC will have more subjects – rural electrification, solar energy, mini hydroelectric projects, protection of wildlife etc., under it. The clauses of the Karbi Accord ensure

 One-time grant of Rs 5 lakh to the next of kin of each of those who lost their lives in the autonomous state demands agitation.

 The setting up of an agriculture college in Karbi Anglong.

 The setting up of a greenfield airport in Karbi Anglong.

 The setting up a secretariat complex in Karbi Anglong.

 The Doordarshan and All India Radio Centre at Diphu will get full-fledged status.

 Diphu campus of Assam University, Silchar will now be a full-fledged central university.

 The Accord has also ensured the setting up of a Sainik School in Karbi Anglong.

 The setting up of a sugar mill in Karbi Anglong is part of the Accord.

 A highway from Diphu to the West Karbi Anglong district and rail connectivity from Jagiroad-Dongkamukam-Lumding etc., are essential components of the Accord.

A joint committee comprising representatives from the Union Ministry of Home Affairs (MHA), the Assam Government and the KAAC will monitor the implementation of various clauses of the Karbi Accord.

Another committee comprising the Chief Secretary to the State Government and the Principal Secretary to the existing KAAC will review the implementation of the clauses of the Accord from time to time.

Karbi Anglong shares a long border with Nagaland and Meghalaya. The Accord has a proposal to grow tea along the inter-state boundaries.

The Accord gives a roadmap to dispose of the cases against the armed cadres of the five rebel groups. The State government will withdraw the cases filed against cadres of armed groups for non-heinous offences, following the procedures. The government will review the heinous cases on a case-to-case basis according to the existing policy of the subject.
