GUWAHATI: Chief Minister Himanta Biswa Sarma said that the government is working with the concept of establishing a deputy commissioner office in each LAC (Legislative Assembly Constituency) to do all sorts of activities within an LAC. It will be besides the existing DC offices at district headquarters.
The existing deputy commissioner offices have several LACs under their jurisdiction, and that affects proper LAC-wise attention. The state has 126 LACs that fall under the administrative control of 30 deputy commissioner offices. Thus, it is difficult for the deputy commissioner offices to focus on LAC-specific or every local problem. For instance, the deputy commissioner office located in the Kamrup district has a wider jurisdiction that covers parts of the Jalukbari LAC, Kamalpur LAC, Rangiya LAC, West Guwahati LAC, etc.
The Chief Minister said, “We have a plan afoot to set up a DC office in each LAC under the administrative control of an additional deputy commissioner (ADC) to look after the whole range of activities like land tax, land mutation, issuing no-objection certificates, permissions for building, trade licences etc. This is a delegation of power now centralized with the existing DC offices to the LAC-wise DC offices for the public’s interest.”
The Chief Minister said, “The Cabinet took some decisions yesterday to make deputy commissioner offices the fulcrum of the state administration. We will give final shape to this concept at the conference of the deputy commissioners to be held on May 12 in Tinsukia.”
The concept of LAC-wise DC offices, when materialized, will put an end to the rising demands of new subdivisions and districts. Such demands keep coming when people do not get the district administration on their doorstep.
On the would-be role of the existing DC offices, the Chief Minister said, “Their role will be supervisory in nature. They will have to act as the chief secretaries of their respective districts. Henceforth, they will focus on improving the GDP of their respective districts, GST generation, raising per capita income, industrial activities, the creation of industrial land banks, etc.”
