GUWAHATI: Chief Minister Himanta Biswa Sarma called on Delhi Lt. Governor Anil Baijal and discussed the State Government's proposal to set up a naamghar and a permanent place for organizing the Bihu festival on a particular land in New Delhi. Sarma said that Lt. Governor Baijal assured him of a positive response.

The Chief Minister is in New Delhi for the Karbi Accord.

To digitize land records in Assam and to get the exact picture of the state's forest cover, the Assam government will implement the "ladder technology", the Chief Minister. "I had discussed with a Central government institute that deals with ladder technology. If we can implement it, Assam will be the first state in India to implement 3D technology," said Sarma.

Sarma said that this technology helps one conduct surveys with the use of software while moving in a helicopter. "This technology will let us get a clear picture of wetlands, villages, roads, forest cover, etc., we have. Even this can help us find clues to tackle the artificial floods that lash Guwahati during the monsoon. It will enable us to survey the state's 78,000 sq km area," Sarma said.

On the ULFA-I issue, Sarma said, "We are in touch with the outfit. Paresh Barua wants sovereignty that we cannot accept. We are working to strike a happy medium," said Sarma.

The Chief Minister welcomed the gesture from the ULFA after it had announced a ceasefire two consecutive times.
