No renovation sans consent of Assam Finance Department

GUWAHATI: The State Finance Department has barred various departments from taking up repair or renovation works without specific concurrence (consent) from it (the Finance Department). The Finance Department has, however, barred NHM (National Health Mission), Sarba Siksha Abhijan (SSA) and other societies that receive funds from the Government of India or through externally-aided projects (EAPs) from this order.

In an office memorandum issued recently, the Finance Department said that the state exchequer was losing a significant amount of assets created as the expenditure incurred under the establishment expenditure category. "Since the departments incur the expenditure under the revenue head instead of the capital head, the expenditures do not reflect as assets in the account books of the Accountant General," the office memorandum said. Thus, the accounts of the state in terms of asset creation do not reflect accurately, the office memorandum added.

These measures, the Finance Department feels, will help in serving revenue expenditure, thereby making funds available for the creation of capital assets.
