NRC: Excluded Persons Unlikely To Get Rejection Orders Before November

GUWAHATI: Conscious circles apprehend that the people excluded from the final NRC (National Register of Citizens) would not be getting their certified rejection orders from the NRC before November this year. Even the State government is not sure as to the exact date from which these rejection orders would be issued by NRC authority. This is despite the fact that the rejection orders are crucial for the concerned rejected people. They will be able to appeal to the FTs (Foreigners Tribunals) within 120 days only after receiving the rejection orders.

The fear is compounded by the fact that the State National Register of Citizens Coordinator recently asked the DRCRs (District Registrars of Citizens Registration) or DCs (Deputy Commissioners) to complete scanning of the ‘Speaking Order’ – which is related to the ‘Rejection order’ along with a few other relevant documents by October 31, 2019.

These ‘Speaking Orders’ contain the reason(s) for excluding the respective persons from the final NRC that was published on August 31, 2019. There are, however, allegations that a large number of indigenous people too have been left out of the final NRC.

With respect to the certified copies of rejection orders, the National Register of Citizens authority stated recently, “Queries are also received from the public about issue of certified copies of rejection from final NRC. The public are aware that the hearings have been held at various venues away from the designated NSKs (NRC Sewa Kendras). The process of collection of the orders passed by the NRC officers is being carried out to enable early availability of the same to the public to file appeals. Time frame for this process will be announced shortly.”

Altogether 3,30,27,661 people (through 68,37,660 applications) had applied for inclusion of their names in the final NRC published on August 31, 2019. Of them, 3,11,21,004 were found eligible for inclusion while 19,06,657 applicants have been declared ineligible for inclusion in the final NRC.
