SEBA-AHSEC merger: Assam State School Education Board in the offing

GUWAHATI: In sync with NEP-2020, the process for the formation of the Assam State School Education Board (ASSEB) is going on with the merger of the SEBA (Board of Secondary Education, Assam) and the AHSEC (Assam Higher Secondary Education Council).

The SEBA was formed in 1962, and the AHSEC in 1984. The SEBA has two classes, IX and X, under it, and the AHSEC also has as many classes, XI and XII. Going by this, the ASSEB will have four classes: IX, X, XI, and XII.

The State Education Department had formed a high-level committee to draft an Act for the merger of SEBA and AHSEC. The committee has already submitted its report to Education Minister Ranoj Pegu. Based on the report, the SEBA and the AHSEC have been conducting frequent meetings on the modalities of the merger. The government will finalize the merger with approval from the Cabinet and introduce a bill in this regard in the State Assembly.

According to a source in the Education Department, though state school education boards under the NEP-2020 will be of four classes—IX, X, XI, and XII—the State Education Department wants to include class VIII also in the ASSEB and introduce the semester system of examinations from VIII-XII. The ASSEB will have a chairman, two vice chairmen, and three controllers of examinations.

The NEP 2020 recommends that schooling be imagined in four stages in a new 5+3+3+4 design covering ages 3–18. “The curricular and pedagogical structure and the curricular framework for school education will, therefore, be guided by a 5+3+3+4 design, consisting of the foundational stage (in two parts, that is, 3 years of Anganwadi/pre-school + 2 years in primary school in Grades 1-2; both together covering ages 3-8), the preparatory stage (Grades 3-5, covering ages 8–11), the middle stage (grades 6–8, covering ages 11–14), and the secondary stage (grades 9–12 in two phases, i.e., 9 and 10 in the first and 11 and 12 in the second, covering ages 14–18).”
