GUWAHATI: State Finance Minister Ajanta Neog has set quarterly targets for various departments to use budgetary allocations.
It is a tradition of sorts for various departments failing to spend their budgetary allocations in full. The Finance Department issued detailed guidelines to the departments to use the funds allocated in the annual budget. The Finance Department directed the departments to use 20 per cent of their allocations in the first quarter, 30 per cent each in second and third quarters, and 20 per cent in the fourth quarter.
Following instructions from the Finance Minister, the Principal Secretary, Finance has instructed all additional chief secretaries, principal secretaries, commissioner-secretaries and other heads of departments to stick to the targets set for spending budgetary allocations.
The budgetary allocations and their spending since fiscal 2015-16 show that the departments could not spend the funds allocated to them in full.
The departments could spend 63.40 per cent of budgetary funds in fiscal 2015-16, 73.36 per cent in 2016-17, 76.10 per cent in 2017-18, 79.60 per cent in 2018-19, and 82.97 per cent in 2019-20.
In the current fiscal, the total budgetary allocation in the state is Rs 107317.55 crore.
