Varsities, colleges told to control 'old students' to prevent ragging

GUWAHATI: The Director of Higher Education has directed the heads of all state universities, government and provincialized colleges, government model colleges and Pandit Deendayal Upadhyay Adarsha Mahavidyalayas to strictly enforce the anti-ragging regulations framed by the University Grants Commission (UGC).

The Director of Higher Education has issued this directive on the basis of a letter from the state's Higher Education Department on November 29 last.

Significantly, the Director of Higher Education's letter specifically mentions: "I am directed to inform you that the old students are polluting the hostel environment in various universities and colleges. You are requested to take necessary action regarding the matter at the earliest."

It may be mentioned that the anti-ragging regulations were framed by the UGC as per an order of Supreme Court in 2009. The UGC regulations were notified the same year. The regulations stipulated steps to be taken by college and university authorities before admission of a student, during the admission process and after the admission process.

The directive of the Director of Higher Education comes in the wake of the recent furore created by a student of the Dibrugarh University sustaining grievous injuries due to ragging by senior inmates of a hostel.

It may be mentioned that Chief Minister Himanta Biswa Sarma has already asserted that ex-students should not be allowed to stay on in hostels of colleges and universities across the state.
