Why Has The Pradhan Mantri Awas Yojana-Urban (PMAY-U) Mission Failed?

GUWAHATI: The Pradhan Mantri Awas Yojana (Urban) [PMAY-U] in Assam, according to official statistics available with this reporter, is a mockery of the vision of this flagship programme.

According to statistics, only 304 of the 57,437 sanctioned Pradhan Mantri Awas Yojana (Urban) houses were completed in urban Assam till November 30 this year, registering a performance rate of only 0.53 per cent. The vision of the PMAY-U is ‘Housing for All by 2022’. The Ministry of Housing and Urban Affairs is implementing this flagship programme, and the nodal department implementing this programme in Assam is the Department of Urban Development.

Statistics show that till November 30 in fiscal 2018-19 only 24 of the 1,544 houses sanctioned were completed, registering a performance rate of 1.55%. Only 259 of the 44,731 sanctioned houses were completed during the corresponding period in fiscal 2017-18, registering a performance rate of 0.58%; only 19 of 11,160 houses were completed during the corresponding period in fiscal 2016-17, registering a performance rate of 0.17 per cent. In fiscal 2015-16 when this programme was launched only two houses were sanctioned and completed.

People belonging to economically weaker sections (EWS), lower income group (LIG) and middle-income group (MIG) categories are target beneficiaries of this programme.

Despite repeated attempts by this reporter to elicit the reasons behind such a dismal performance in the completion of PMAY-U houses in the urban areas in the State, top officials in the department opted to stay away from making any comments.
